Directions

  1. Combine all ingredients (except the fresh bell peppers) and 2 cups of water in a saucepan and bring to a boil.
  2. Let simmer for 8-10 minutes until all items are softened.
  3. Meanwhile, cut the tops off of 3-4 bell peppers and scoop out the seeds and membranes.
  4. Dip peppers in boiling water for 2-3 minutes and then set in an ice water bath.
  5. Once cool, fill peppers heaping full of the stuffing mixture and put the lid on top to serve. Can make 3 large peppers or 4 small ones.
