  1. In a large bowl, combine onions, corn, bell pepper and green chilis.
  2. Add about 1 cup of water and mix to coat.
  3. Set aside for 10 minutes, stirring occasionally.
  4. In a separate bowl, whisk together oil, lime juice, vinegar, sugar, salt, pepper and garlic powder.
  5. Once the veggies are refreshed, add the prepared & drained black beans, black-eyed peas, tomatoes, avocado and cilantro. Stir to mix.
  6. Add the dressing and stir to coat.
  7. Serve immediately with tortilla chips or top your salad with it.
